Title I Overview

The purpose of Title I, Part A is to help ensure that all children meet challenging state academic standards, regardless of economic status. Title I is the government's attempt to provide all children with the opportunity to receive a fair, equitable, and high-quality education, and to close the achievement gap.

ESSA divides Title I into five parts:

Improving Basic Programs Operated by Local Education Agencies (LEAs)
State Assessment Grants
Education of Migrant Children
Prevention & Intervention Programs for Children and Youth Who are Neglected, Delinquent, or At-Risk
Flexibility for Equitable Per-Pupil Funding

Parent & Family Engagement Policy

Kashmere High School

Title I, Part A School-Wide

2025–2026

Purpose

It is essential to build a strong partnership between families and the school. Kashmere High School is dedicated to the philosophy that parent involvement is vital to the success of each student. For this reason, parents are actively recruited as our partners for success.

Parents will be invited to participate in the annual revision of the Campus School-Family Compact, Family Engagement Policy, Campus Improvement Plan, and Comprehensive Needs Assessment. An updated copy of the Family Engagement Policy will be posted annually on the campus web page.

Two meetings will be held to inform parents of the school’s participation in Title I, Part A programs, to explain the requirements, and to review the rights of parents to be involved. Six additional meetings will provide training, resources, and opportunities for parent voice in decision-making. Meetings will be scheduled at times convenient for families, with morning and evening options.

Goals

  • Ensure that the school’s parent and family engagement policies meet the requirements of Every Student Succeeds Act (ESSA).
  • Educate staff—including teachers, instructional support, and administrators—on the value of parental contributions, and train them on how to communicate effectively with families.
  • Communicate with parents in an understandable and uniform format, and, to the extent practicable, in both English and Spanish.

Communication methods will include:

  • Flyers and postings on the school website and parent square campus communications
  • Social media (Twitter/X, Facebook, Instagram)
  • Automated phone calls and text messages
  • Flyers posted at community centers, feeder schools, and local businesses

The school and families will work collaboratively to strengthen family engagement and build a partnership with the community to improve academic achievement.

Activities

Kashmere High School will provide multiple opportunities for families to be informed, involved, and engaged, including but not limited to:

  • Wraparound Specialist — provides resources and direct communication with families
  • Flyers/Notices home (curriculum, academic assessments, and resources)
  • Student-Parent Handbook (outlining grade-level expectations)
  • Progress Reports and Report Cards
  • Parent Meetings — Annual Fall Meetings (2)
  • Open House Night — review of Title I budget/programs
  • Shared Decision-Making Committee (SDC) — parent representatives included
  • Parent Nights (one in the Fall, one in the Spring)
  • Back-to-School Bash and Spring Fling
  • STAAR and TELPAS Reports — distributed and explained to parents
  • Annual Title I Meeting — held in conjunction with a parent event
  • Weekend and afterschool Tutorials

Teachers are expected to contact parents if students are failing, and to review grade-level standards, assessments, and progress. The school will notify parents of excessive absences or tardiness. Parents may also request meetings at any time to discuss their child’s education.

Kashmere High School will integrate parent engagement efforts with federal, state, and local programs, providing opportunities such as parent workshops in ESL and technology. Academic nights for Reading, Science, and Math will provide resources to help families support learning at home, including literacy strategies and technology integration.

Parents are encouraged to give feedback at all Title I events and through parent surveys.

Annual Evaluation

Kashmere High School will hold annual meetings to review the Family Engagement Policy and the School-Family Compact to ensure continuous improvement.
